The global and cross-functional nature of the circular economy requires a combination of skills and the linking of the roles of each type of local economy stakeholder in accordance with the regional strategy. The circular economy can only be fully effective for the Brussels-Capital Region and its workers if it integrates the principle of the appropriate level of action. In other words, it must go hand-in-hand with the development of several territorial levels: local, municipal, regional and inter-regional.
